Developer Mode won't unlock on Fire TV Stick 4K Select — only QR code shown

Device: Fire TV Stick 4K Select
Fire TV Home Version: 1.72.0.259799.0
Running OS: 1.1 (2101010002720)
DSN: xxxxxxxxxxxxxx

What I’ve done:

  1. Registered the device’s DSN in the Developer Portal under my Amazon developer account — registration
    completed successfully.
  2. Confirmed the Fire TV Stick is signed into the same Amazon account as my developer account.
  3. Followed the documented steps (Enable Developer Mode): Settings → My Fire TV → About → selected the
    device/model entry → pressed the center remote button 7 times → backed out to Developer Options.
  4. Rebooted the device after DSN registration completed.

The problem: Despite all of the above, Settings → My Fire TV → Developer Options only ever shows a QR code
(linking to Vega | Amazon Appstore Developer Portal ) — no “Developer Mode” toggle appears, before or after
the 7-taps trick or the reboot. vega device list (CLI 1.3.2, SDK 0.23.8358) reports “No devices found,” as
expected since Developer Mode never actually turned on.

Question: What step am I missing — a propagation delay, a different enrollment flow for this device/build,
or is the QR code itself supposed to be scanned to complete enrollment?
