2.After turning off the Amazon Fire TV using its remote, the TV device can no longer be seen in the Amazon Fire TV mobile app. Does this mean that the Amazon Fire TV mobile app cannot be used to turn the Amazon Fire TV back on?

Thanks for posting. The functionality provided by the Amazon Fire TV App is not the same that provided by the Fling SDK. The Fire TV App is designed for simple navigation and playback control of Fire TV streaming media players, and it supports the following features:
- Simple navigation
- Playback controls
- Keyboard for simple text entry
- Quick access to your apps and games
- Voice search (not available in all countries)
- Fire TV Recast support
Fling SDK, on the other hand, is a second-screen service that enables users to send media and web content from Fire OS, iOS, and Android mobile devices to Amazon Fire TV devices for display and playback. You would incorporate the Fling SDK into your app if you want to cast media from your mobile device to Fire TV.
As for turning the TV on, you can use Alexa for that, and then use the app for everything else.
