Rollout-halted App Now Stuck As "Read Only"

Our app had a release that was halted at 1%. However, we cannot seem to be able to replace the AAB for the release.

If we try to replace the AAB in “Upcoming Version | Staged Rollout” and “Current Version | Live”, it gives an error that just says “Read Only”.

With our live app test, which is currently “Test In Progress”, if we try to “Promote to Upcoming”, it says “* Cannot create a new release for the app in it’s current state”.

What has happened to the app to make it effectively unable to be updated in the amazon developer console?
