Unable to register new FireTV Stick 4K Select for development: "This device is already registered with another vendor."

I just got a new FireTV Stick 4K Select and wanted to register it for development, but when I entered the DSN on it gives an error saying

This device is already registered wth another vendor. Please only register the devices owned by your organization.

I though the new devices are all just the same production devices and can just be added as development device? How can I register it for development?
