Can solo developers get access to Amazon Publisher Services (APS)?

I currently use AdMob in my game and have an active user base from the Amazon Appstore. I understand that APS is invite only, but I wanted to ask whether individual developers are eligible to apply or be considered for access.

If so, are there any criteria or steps I can take to improve my chances of receiving an invitation?
