Is there a way to enable ADB debugging in Echo Show 15?
or a service that allows you to install apks?

Unfortunately ADB is not available on Echo Show 15 at the moment, but you can test your app on other devices.
or is fastboot activated so that you can play recovery on it?
Because recovery mode is not available.

This device is the complete opposite of what a smart home device should be. Amazon is in breach of EU’s Laws
I am having the same issue with ADB debugging via echo show.
I am porting over an android app for my smart home alarm and cameras but I can’t seem to do any testing.
What is the solution to this and how can I go on about my day without throwing both of my echo show 15s in the bin?
